On 6 April 2026, the way hundreds of thousands of self-employed individuals and landlords in the United Kingdom report their income to HM Revenue & Customs will fundamentally change. Making Tax Digital for Income Tax Self-Assessment, commonly referred to as MTD for ITSA, replaces the traditional annual Self Assessment process with a system of digital record-keeping and quarterly reporting submitted through compatible software.

The change has been years in the making. Originally announced in 2015 and delayed multiple times, MTD for Income Tax is now confirmed and mandatory for qualifying taxpayers from the start of the 2026/27 tax year. Whether you're a freelance graphic designer, a plumber running your own business, or a landlord with a handful of rental properties, understanding what's required of you is no longer optional.

What Is Making Tax Digital for Income Tax?

Making Tax Digital for Income Tax is a government initiative that requires sole traders and landlords to keep digital records of their business income and expenses and submit summary updates to HMRC four times a year using MTD-compatible software. At the end of the tax year, you'll also submit a final declaration — effectively a digital tax return that replaces the traditional Self Assessment return.

The programme is an extension of Making Tax Digital for VAT, which has been in effect for all VAT-registered businesses since April 2022. HMRC's stated goal is to reduce errors in tax reporting, close the tax gap, and bring the UK's tax administration closer to real-time reporting.

Three core components make up the MTD for ITSA framework:

Digital record-keeping — All income and expenses must be recorded digitally, including the amount, category, and date of each transaction. This can be done through accounting software or compatible spreadsheets.
Quarterly updates — A summary of income and expenses must be submitted to HMRC every three months. These are not mini tax returns — accounting and tax adjustments are optional at this stage. The updates simply represent the totals from your digital records for that quarter.
Final declaration — After the fourth quarterly update, you must submit a year-end tax return. This is pre-populated with the data from your quarterly submissions and then adjusted for any accounting or tax purposes, such as capital allowances, private use adjustments, or additional income sources.

Who Needs to Comply — and When

MTD for Income Tax does not affect everyone at once. HMRC is rolling out the mandate in phases based on gross qualifying income — that is, your total income before expenses from self-employment and property combined.

6 April 2026

Sole traders and landlords with qualifying income above £50,000 must comply. This is the first mandatory group.

April 2027

The threshold drops to £30,000. A significantly larger group of taxpayers will be brought into the system.

April 2028

The threshold is expected to fall further to £20,000, capturing the majority of self-employed individuals and landlords.

It's important to understand what counts as qualifying income. HMRC defines this as the gross income from self-employment and/or property — not your profit. If you're a sole trader with £55,000 in revenue and £30,000 in costs, your qualifying income is £55,000, which places you above the threshold for April 2026.

If you jointly own a rental property, only your individual share of the gross rent counts toward your personal threshold. MTD for ITSA applies to unincorporated businesses and individuals who rent property in their own name. It does not currently apply to income from property owned through a limited company, as that falls under Corporation Tax.

Partnerships are currently excluded from the initial rollout. HMRC has indicated that general partnerships will be brought into MTD for Income Tax at a future date, which has not yet been confirmed.

Quarterly Update Deadlines

Under MTD for Income Tax, the tax year is divided into four standard quarters. After each quarter ends, you have approximately one month to submit your update to HMRC through compatible software. You cannot submit quarterly updates manually — they must go through the software's direct connection with HMRC.

The quarterly updates themselves are relatively straightforward. Your software will pull the totals from your digital records and present them as a summary of income and expenses by category. You review the summary, confirm it's accurate, and submit. There's no need to make tax adjustments at this stage — that happens in the final declaration.

You are allowed to submit updates more frequently than quarterly if you prefer. Some taxpayers and their accountants find monthly submissions help maintain cleaner records and reduce the workload at quarter-end.

The Final Declaration

The final declaration is the year-end step that replaces your traditional Self Assessment tax return. After your fourth quarterly update has been submitted, your software will present a pre-populated return based on all the data you've submitted throughout the year.

At this stage, you'll need to:

Review the pre-populated income and expense figures from your quarterly updates
Make any necessary accounting adjustments, such as accruals or prepayments
Apply tax adjustments, including capital allowances, private use percentages, and loss relief
Declare any additional income not covered by your quarterly updates, such as savings interest, dividends, or employment income
Digitally sign and submit the declaration through your MTD-compatible software

Your accountant or bookkeeper can prepare and submit both quarterly updates and the final declaration on your behalf. However, just as with the current Self Assessment system, you will need to review and digitally sign the final declaration yourself within the software.

An important point to note: MTD for Income Tax does not change the deadlines for paying your income tax. Payments on account and balancing payments remain due on the same dates as before — 31 January and 31 July. What changes is how and how often you report your income.

What Records Must Be Kept Digitally

The digital record-keeping requirements under MTD for ITSA are more specific than many people realise. It's not enough to scan a few receipts. Every transaction related to your business or property income must be recorded digitally with three pieces of information: the amount, the date, and the category.

For self-employment income

Sales revenue, fees, and daily takings
Cost of goods sold or materials
Travel and vehicle expenses
Office costs and supplies
Rent for business premises
Utilities and communication costs
Staff costs and subcontractor payments
Advertising and marketing expenses
Professional fees (legal, accounting)

For property income

Rental income received
Letting agent fees and management costs
Maintenance and repair expenses
Insurance premiums
Ground rent and service charges
Mortgage interest (allowable portion)
Council tax (where applicable)

Records can be maintained using full accounting software that connects directly to HMRC, or through spreadsheets linked to bridging software that handles the submission. The days of arriving at your accountant's office with a carrier bag full of receipts are, officially, over.

The shift isn't just about compliance. Keeping real-time digital records gives you a clearer picture of your business finances throughout the year, rather than discovering your tax position months after the fact.

Penalties Under the New System

MTD for Income Tax introduces a new points-based penalty system for late submissions, replacing the old fixed-penalty regime. The system works similarly to penalty points on a driving licence — you accumulate points for each missed deadline, and a financial penalty is triggered once you reach a set threshold.

Late submission penalties

For taxpayers submitting quarterly, the points threshold is four. Each missed quarterly update deadline adds one point. Once you reach four points, a penalty of £200 is charged, and each subsequent late submission also incurs a £200 penalty until you bring your compliance back on track.

First-year leniency: For the 2026/27 tax year, HMRC has confirmed there will be no penalties for missing quarterly update deadlines. This soft-landing period gives taxpayers time to adjust to the new system. However, you are still legally required to submit your updates — the obligation exists even though penalties are waived in year one.

Late payment penalties

The new late payment penalty structure applies from the 2026/27 tax year onwards, with reduced rates in the first year:

Penalties stop accruing if you set up a Time to Pay arrangement with HMRC. You also have a right to appeal any penalty if you can demonstrate a reasonable excuse for the delay.

Choosing MTD-Compatible Software

To comply with MTD for Income Tax, you need software that is recognised by HMRC as compatible. This means the software must be able to maintain digital records in the required format and submit quarterly updates and the final declaration directly to HMRC through their Application Programming Interface.

There are broadly two types of software that meet the requirements:

Full accounting software — These are end-to-end platforms that handle everything from recording transactions and reconciling bank feeds to generating and submitting quarterly updates. Many also include features like invoicing, receipt capture, and automated bank reconciliation.
Bridging software — If you prefer to keep your records in spreadsheets, bridging software acts as a connector between your spreadsheet data and HMRC's systems. You maintain your records as before, and the bridging tool formats and submits the data. This can be a lower-cost option, though it requires more manual effort.

When evaluating software, consider the following:

Does it support both MTD for VAT and MTD for Income Tax, if you need both?
Can it handle multiple income sources, such as self-employment and property income together?
Does it offer automatic bank feeds to reduce manual data entry?
Is it cloud-based, allowing access from multiple devices?
Does it generate the year-end final declaration, or only quarterly updates?
What is the pricing structure, and is there a free tier for basic sole trader needs?

Several providers now offer free plans specifically designed for sole traders who need basic MTD compliance without advanced accounting features. These can be a sensible starting point if your income sources are straightforward and your transaction volumes are low.

How to Sign Up

If you're a sole trader or landlord who meets the income threshold, you'll need to sign up for Making Tax Digital for Income Tax through HMRC's online service. The sign-up process requires your Government Gateway user ID, your National Insurance number, and details of your business or property income.

You do not need to wait until April to sign up. HMRC's sign-up service is already open, and getting registered early gives you time to connect your chosen software, set up your digital records, and familiarise yourself with the quarterly submission process before your first deadline.

If you use an accountant or tax agent, they can sign you up on your behalf through their agent services account. Many accountancy firms are currently helping clients transition and can handle the technical setup as part of their service.

How to Prepare Before April 2026

With the first mandatory period beginning on 6 April 2026, the preparation window is narrow. Here is a practical checklist for getting ready:

Check your qualifying income. Review your gross income from self-employment and property for the current and previous tax years. If it exceeds £50,000, you're in the first wave. If it's between £30,000 and £50,000, you have until April 2027, but starting early is advisable.
Choose your software. Research MTD-compatible options and select one that fits your business. If your needs are simple, a free plan may be sufficient. If you have multiple income streams or complex transactions, invest in a more capable platform.
Digitise your existing records. If you've been keeping paper records or informal spreadsheets, now is the time to migrate that data into your chosen software. Starting the new tax year with clean, digital records will make your first quarterly update significantly easier.
Connect your bank accounts. Most MTD-compatible software supports automatic bank feeds. Setting this up means your transactions are imported and categorised with minimal manual input.
Talk to your accountant. If you work with an accountant or bookkeeper, discuss who will handle the quarterly submissions and how the workflow will change. Clarify roles and responsibilities before the first deadline arrives.
Sign up with HMRC. Complete the MTD for Income Tax sign-up process through the Government Gateway. Don't leave this until the last minute — technical issues or missing information can cause delays.
Run a practice quarter. If your software allows it, try running a mock quarterly update using your current records. This helps you understand the process and identify any gaps in your record-keeping before it counts.

Common Misconceptions

Quarterly tax payments? No.

Submitting income and expense data four times a year does not mean you pay tax four times a year. Your payment schedule remains unchanged.

Expensive software required? No.

Several providers offer free plans that meet HMRC's requirements for basic sole trader compliance.

Limited companies affected? No.

MTD for Income Tax applies to individuals. However, personal rental income alongside company income could bring you into scope.

Spreadsheets are still allowed — with conditions. You can keep your records in spreadsheets, but you'll need bridging software to submit the data to HMRC.

What This Means for the Self-Employed

Making Tax Digital for Income Tax represents the most significant change to self-employed tax reporting since Self Assessment was introduced in 1996. The shift from annual to quarterly reporting, combined with mandatory digital record-keeping, will require a genuine change in habits for many sole traders and landlords who have relied on simpler methods for years.

The benefits, once the initial adjustment period passes, are real. Regular reporting means fewer surprises at year-end. Digital records mean fewer errors and less time spent reconstructing transactions months after they occurred. Automated bank feeds mean less manual data entry. And for those who work with accountants, the shift to real-time data sharing means problems can be caught and corrected throughout the year rather than discovered at the eleventh hour.

The deadline is 6 April 2026. If you earn above the threshold, the time to prepare is now.
